Which Harbor Child Care Locations Offer UPK Services?
Herricks – New Hyde Park
Serving children from twelve weeks through twelve years of age, UPK is one of the various programs we offer at our New Hyde Park location.
Shelter Rock – Roslyn
Our newest location, Harbor Child Care at Shelter Rock provides UPK services in partnership with the Garden City Union Free School District.
Willis Avenue – Mineola
Our Willis Avenue Center provides many services, including:
- Infant and toddler programs
- Pre-kindergarten programs
- Inclusion pre-kindergarten program (ICCD)

Universal Pre-Kindergarten Facts
Children are most successful when parents, teachers, and the community work together to meet needs of each child. UPK is designed to help children prepare for kindergarten and learn the skills they need to be successful in school.
Certified UPK teachers provide a fun and safe learning experience that meets the needs of each child. The program has a focus on building positive self-esteem and a love of learning. Some programs are offered in the school where the child will attend kindergarten the following year. UPK curricula align with those of each school district to make sure each child is well-prepared.
Skills taught are age-appropriate and include:
- Reading
- Listening
- Reasoning
- Speaking
- Coordination
- Social skills
- Emotional skills
The program helps children to prepare for Kindergarten while encouraging each child to be the best they can be.
Eligibility Requirements:
- The child must be 4-years-old by December 1st of the school year
- They must reside within the school district
- Each family must complete paperwork and submit supporting documentation (physical/immunizations) based on what the school district requires

Q: What Do UPK Programs Look Like in New York State?
A: Each district/organization in the State is able to run its UPK program in a way that best meets the needs of their students, which means each program might look a little different. However, any program receiving UPK funding from the State must provide programming that is developmentally appropriate and aligned with the New York State Prekindergarten Learning standards. Additionally, these programs must follow the laws and regulations outlined in applicable Education Laws.
Q. Do UPK Programs Serve Children Who Receive Special Education Programs and/or Related Services?
A: Yes, in order to receive approval from the Commissioner, UPK programs must, as appropriate, encourage the enrollment of children with disabilities. Each school district is responsible for ensuring the implementation of Individualized Education Program (IEP) programs and services in the least restrictive environment so that all young children with disabilities have access to inclusive high-quality early learning opportunities with individualized and appropriate support.
